HDB Cat-License Ready Checklist Singapore 2026

Free practical checklist for Singapore HDB cat parents. From 1 September 2024 to 31 August 2026, Singapore cat owners are in the transition period for mandatory cat licensing and microchipping. Use this page as a simple preparation guide before checking the official AVS/NParks portal.

Pet cats must be licensed and microchipped by the end of the transition period. Licensing is free during the transition period stated by AVS/NParks. Always verify the latest official requirements at avs.nparks.gov.sg.

The 6-step checklist

  1. Know your household limit. HDB flats may keep up to 2 cats under the framework, with transition arrangements for existing cats kept before 1 September 2024.
  2. Microchip your cat. Microchipping is required before licensing. Book early with a Singapore vet to avoid the deadline rush.
  3. Complete the responsible pet ownership course. First-time applicants may need to complete the free online course referenced by AVS.
  4. Apply for the cat licence. Keep your licence confirmation and vet records in one folder.
  5. Cat-proof your HDB home. Check windows, grilles, doors, balconies and storage areas to reduce escape and high-rise risks.
  6. Maintain daily hygiene and grooming. Indoor cats shed year-round in Singapore’s climate; regular grooming keeps the home cleaner for family and neighbours.
